Delhi building bye-laws: MPD-2021 & UBBL 2016 plot guide

दिल्ली भवन उपनियम: MPD-2021 और UBBL 2016 प्लॉट मार्गदर्शिका

In Delhi, development controls such as FAR and ground coverage come from the Master Plan for Delhi-2021, and building rules such as definitions, corner plots, stilt height and height measurement come from the Unified Building Bye-Laws 2016. PlotSight reads both, with clause and page links, for plotted housing, group housing, cluster courts and commercial centres.

The two documents and what each sets

MPD-2021 sets the development controls: for residential plots in §4.4.3 (plotted housing p57, group housing p62, cluster court housing p64) and for commercial centres in Table 5.4 (pp82–85). UBBL 2016 sets definitions and building requirements. The calculator uses the DDA compilation of MPD-2021 with modifications up to 31 December 2020 and the DDA compendium of UBBL 2016 with amendments up to 12 February 2020.

Corner plots

UBBL §2.0.4(j)(ii) (p23) puts the frontage on the wider street; if the streets are equally wide, the larger depth decides. The other road sides take side or rear setbacks. The calculator applies exactly that.

Stilt parking and height

MPD terms (vii) (p59) make a stilt of less than 2.4 m FAR-free for plotted housing, and UBBL §7.15.1 (p64) requires at least 2.4 m to the beam soffit. The calculator checks exactly 2.4 m below the beam. Height is measured as UBBL §1.4.16 (p8) states, from the highest surrounding road or ground level to the top of the structural slab.

Where the documents are silent

No distance between buildings on one plot was found in MPD-2021 or UBBL. The calculator uses 3.0 m from UBBL §7.14.1 (interior open space, up to 15 m) and labels it “no rule found”. MPD allows 17.5 m for plotted housing with stilt and says that is not high-rise; the calculator still runs the 15 m NBC fire-access check and says so.

What to confirm before relying on a Delhi study

Confirm the land use and the layout plan for your plot, whether a later notification changes the control you are using, and which body sanctions plans for your area. The calculator does not cover every Delhi scheme or special area.

Common questions

Is FAR the same as FSI in Delhi?

Delhi’s documents use FAR. FSI is the term used in Maharashtra. Both describe counted floor area relative to plot area, by each rulebook’s own definitions.

Does the calculator include Delhi’s atrium allowance?

Not as a credit. Where Table 5.4 allows extra coverage for an atrium, the calculator notes it but does not add it.
